Toeroek conducted historical research back to 1900 and prepared summary reports on lead and chemical refinery facilities that contributed to contamination at the USS Lead Superfund Site in East Chicago, Indiana. These reports summarized the results of our research on corporate history, real property ownership, operational history, types of operations and chemicals used, waste disposal practices, industrial processes, soil sampling data, and enforcement history. Analysts extracted and compiled production and emissions data and soil sampling data from databases and sampling reports, and prepared various maps and analyses that evaluated the relative liability of area facilities. Our support involved researching complex corporate history and successor liability issues; a title search of railroad property; collecting and processing corporate records archived in over 1,000 boxes contaminated with lead dust; and assisting EPA and the U.S. Department of Justice (DOJ) in evaluating the area facilities’ relative volumetric contributions of contaminants of concern through analyses of industrial processes and air modeling.
